CONTEXT

The current OCB (Operational Centre of Brussels) operational and HR strategies (2020-2023), shape the focus for learning & development in the field. The People Development Hub aims to develop MSF’s people working globally, so they have the capacity and capabilities to meet MSF’s operational needs and objectives.

The People Development Hub is currently looking for a Learning & Development Officer for Medical, Operations Analysis and Communication (MOAC L&D Officer) in order to co-create high quality L&D solutions that answer to the needs of MSF staff.

The L&D MOAC team composed by an L&D Partner and two L&D officers, is one of the 4 teams under L&D Solutions, who are co-designing the L&D Strategy for the different expertise (both technical and transversal) as well as designing L&D solutions that answer to the needs.

As MOAC L&D Officer, you will work under the direct supervision of the L&D Partner MOAC. You will collaborate with Subject Metter Experts of the 4 departments (Medical, Operations, Analysis, Communications) as well as with other internal and external stakeholders involved in other L&D initiatives (ie. MSF Academy for health care, MSF UK GHHM,….)

RESPONSIBILITIES

As MOAC L&D officer, you co-create and deliver high quality and effective LnD solutions responding to needs, using project management methodologies and collaborating with the necessary Subject Matter Experts.

Your main responsibilities are to:

  • Use Project management methodologies and principles and the ADDIE model, co-create high quality L&D solutions answering to the needs and ensuring a sustainable approach
  • Contribute to the strategic discussion together with the L&D partner and other key stakeholders
  • Brief and upskill Subject Matter Experts (SME) to understand the MSF OCB pedagogical signature and their role in L&D solution creation, including facilitation
  • Pilot L&D solutions
  • Define and ensure a sustainable implementation of the learning offer, including the organization and facilitation of learning events, either with the departments/units or the Flexpool and hands over to the L&D Support & Deployment team in the search, briefing etc... of flex poolers and other facilitators
  • Perform quality assurance over learning design and/or content, produced internally and externally according to the methodology and standards defined by the L&D unit
  • Adapt L&D solutions as needed
  • Support the field in the creation of ad hoc/adaptation of existing L&D solutions in order to have them more adapted to field needs

Specific responsibilities

  • Liaise with a specific medical international working group, as assigned, in order to follow up on taken initiatives and provide support when necessary

REQUIREMENTS

Education & Experience

  • Education or equivalent through experience in Learning and Development/Adult learning
  • Further education or experience in Digital Learning Program Design is an asset
  • Minimum 2 years of experience in L&D in one of the 4 domains of MOAC (Medical, Operations, Analysis or Communications) with a preference for Medical as most of the learning solutions to be developed are in this domain
  • Experience in Project and Change Management is an asset
  • MSF or other NGOs field experience is an asset

Competencies

  • Capacity to propose learning strategies, innovative learning methods, and technologies
  • Strong interpersonal and intercultural communication skills
  • Team player and able to work across different teams/departments
  • Very good aptitude for listening and dialogue

Languages

  • Oral and written fluency both in French and in English

CONDITIONS

  • Expected starting date: As soon as possible
  • Location: Brussels (Belgium)
  • Mobility: Some travels in the Europe and in the field
  • Contract type: Open ended contract – Full time – 50% of homeworking possible per week
  • Belgian contract; Salary according to MSF-OCB HQ grid
